ESA Comments on Connecticut Energy Storage Program
ESA and the Northeast Clean Energy Council (NECEC) co-filed a summary brief in Connecticut Public Utility Regulation Authority’s (PURA) docket on its Energy Storage Straw Proposal. The straw proposal includes upfront incentives and performance payments for customer-sited energy storage systems totaling 580 MW by 2030. The ESA-NECEC brief reiterates points made in earlier comments and interrogatory responses in this docket and recommends the following:
- Provide storage operators with flexibility to demonstrate that the systems are providing grid services;
- Allow participation in ISO-New England Markets;
- Preserve operational control for storage system owners and operators; and
- Consider additional programs for distribution-connected front-of-the-meter energy storage.
A draft decision by Connecticut PURA on the proposed program is expected in the near future.
