ESA Seeks Clarification on Storage-Plus-Generation in PURPA Reform Proposal at FERC
ESA filed comments focused on the treatment of hybrid storage-plus-generation resources in FERC’s proposed reforms to implementing sections 201 and 210 of the Public Utility Regulatory Policies Act (PURPA). Specifically, ESA notes that FERC has declined to act previously regarding eligibility and treatment of hybrid storage-plus-generation resources as qualifying facilities (QFs) and requests that FERC provide clarity in any final rule.
