ESA Encourages Adoption of “Sum of Parts” Accreditation for Hybrids

ESA submitted comments to Southwest Power Pool’s (SPP) Supply Adequacy Working Group (SAWG) yesterday seeking adoption of the “sum of parts” approach to accreditation of hybrid storage-plus-generation resources. ESA endorsed this approach, which involves summing the individual accreditation values of separate storage and generator components together and capping the sum at the generator interconnection limit, because it is straightforward, relatively simple to implement, and sufficiently accurate at modest penetration levels. ESA argued that alternative hybrid storage capacity accreditation methods considered by SPP risk being overly complicated while providing modest gains in precision, potentially deterring asset owners from pursuing hybrid storage projects.
