ESA Requests FERC Clarify Cost-of-Service Accounting for Reactive Power Provision from Energy Storage
ESA submitted comments in response to FERC’s Notice of Inquiry issued on 1/19 seeking comments on the accounting and reporting treatment of reactive power provision by renewable generation assets, including needed associated changes to FERC’s Uniform System of Accounting (USoA). ESA notes that energy storage is not discussed explicitly in FERC’s NOI but would greatly benefit from the same clarity in treatment as other resources regarding cost-of-service ratemaking associated with reactive power provision. ESA joins other commenters’ calls for a technical conference on the topic that includes specific discussion of energy storage treatment.
