ESA Advocates Valuation of Storage for Distribution Systems in Pennsylvania
ESA filed comments today in response to the Pennsylvania Public Utility Commission investigation into the use of energy storage as a distribution asset. ESA provided examples of various use cases of energy storage to provide resilience and reliability services, including supporting existing grid infrastructure, providing backup to crucial loads, integrating distributed energy resources, and anchoring microgrids. ESA described roles for utilities and third-party owners according to its policy on ownership and competition and recommended that the Commission develop guidance for how utilities should evaluate and procure non-wires alternatives.
