ESA Recommends Flexible Design for Connecticut Energy Storage Program
ESA submitted responses today to interrogatories from Connecticut Public Utilities Regulatory Authority (PURA), following the February 1 technical meeting on PURA’s Energy Storage Straw Proposal. ESA recommended that Connecticut’s Energy Storage Program provide flexibility in eligibility requirements to receive upfront incentives. ESA also supported adjusted incentives for front-of-the-meter systems that participate in wholesale markets, and recommended an operational control model that allows utilities to manage active dispatch while maintaining customer control over storage systems. The proposed Energy Storage Program would deploy 580 MW of distribution-connected energy storage systems by 2030, a target that ESA recommended in initial joint comments with the Northeast Clean Energy Council. PURA will hold a hearing on the proposal on February 26.
