ESA Proposes Regulations to Implement Energy Storage Targets in Virginia

Today, ESA proposed regulatory language to the Virginia Corporation Commission in line with our prior recommendations in Case No. PUR-2020-00120 on implementing the state’s energy storage target. The proposed regulations create a new chapter of the state’s Administrative Code to implement the energy storage procurement requirements of the Virginia Clean Economy Act and include sections providing definitions; structuring target design; specifying annual utility reporting requirements; requiring cost-benefit analysis; updates to procurement processes; and guidance on behind-the-meter, non-wires alternatives, and peak demand reduction programs. Additionally, ESA proposes an amendment to existing regulations to make resource planning more transparent and auditable.
