ESA calls for New Transmission Efficiency Incentives for Storage-as-Transmission Assets
ESA submitted comments today to the Federal Energy Regulatory Commission (FERC) in Docket No. RM20-10-000, pursuant to the Notice of Proposed Rulemaking issued in this docket on March 20, 2020.
ESA urges FERC to adopt transmission incentives for technologies such as energy storage that can enhance the flexibility and efficient use of existing transmission facilities. ESA specifically proposes that FERC create a new incentive structure, such as a performance-based incentive, for grid-enhancing technologies to ensure that storage-as-transmission assets are deployed to improve operations of existing transmission infrastructure. Actions such as these will more fully comply with Congressional direction in Section 219(b)(3) of the Federal Power Act, which directs FERC to encourage deployment of transmission technologies and other measures to increase the capacity and efficiency of existing transmission facilities and improve the operation of the transmission facilities.
