ESA Files Comments with New York Commission calling for Greater Alignment Between Wholesale Market Rules and State Policies
ESA will file comments today at the New York Public Service Commission in response to an Order opening a new proceeding (19-E-0530) to examine the alignment of the resource adequacy programs with the State’s renewable energy and environmental emission reduction goals. In our comments, ESA provides an energy storage perspective on resource adequacy, outlining deficiencies in existing system planning and wholesale market design and lays out initial recommendations for wholesale market reform that would remediate those deficiencies.
