ESA Supports PJM’s Request to Delay Opening Briefs in Proceeding on Storage Capacity Value

ESA filed comments at FERC in support of PJM’s request to extend the deadline for opening briefs in the proceeding on capacity qualification of storage, which FERC ordered in response to PJM’s Order 841 compliance filing. ESA notes that PJM’s delay is premised on exploring alternative approaches to capacity qualification beyond the previously proposed 10-hour duration standard, which ESA previously objected to and FERC determined merited further examination. ESA believes an extension of time as proposed—to March 11, 2020—creates an opportunity for dialogue on enabling storage to participate more fully in PJM’s capacity market.
